4) Reports of Officers: President, Vice Presidents, and Treasurer
Christy Clemens interested in being secretary. Motion made to appoint Christy to the board as Secretary, assuming Don's vacated term. MSP Motion to approve by Amanda, 2nd by Laura, passed unanimously.  
 
Laura has resigned as president; she will take the roll of VP of Maintenance. MSP Motion to approve by Angie, 2nd by Amanda, passed unanimously.  In the meantime, all VP's will fill the role of President. 
 
 
Maintenance- Amanda is taking on doggie bag duties. Dead trees removed by maintenance committee. Shed idea cancelled. Michael will inventory the HOA tools to move them to Laura's house for ease of use. 
 
Compliance- All open compliance issues need to be followed up by the owners, tell us the issue is complete. MyHOA-Online and the board will not be doing drive throughs. Owners will need to report violations to MyHOA-Online when they see them. ACC violations to still be reported and enforced. All reporting is anonymous (except if it gets subpoenaed to court).
 
Social- Angie is planning on a Christmas event. Will get a group to put up lights and get a fb group to help plan the event. 
 
Treasurer- end of Sept (not yet reconciled)
Operating Balance: $ 118,721.91

5) Manager’s Report--
 
Main Park play equipment waiting on another bid. 
Authorized irrigation repairs at entrance path (again--heads driven over) and at end of Main Park alley (YTD already over $30K)
Authorized fence repairs at bus stop
Got Purcor acct info updated, still pending answer on Sept work performed
Annexation meeting with City of Auburn about the private vs public sewers--same as they always were with Kent
Swing arm gate issue resolved, key to PSRFA, awaiting acknowledgment of receipt to lock it up
2nd Wasps next removed by owner
Don's house sold, dropping off keys, petty cash debit card shredded
Reserve study updates pending, write budget at next meeting
Bollards needed on walking path--car parked on it--police were called  
Oct 5th street repairs will be done, and owners billed actual invoice
Catch basin follow up with the city of Kent--some missed areas to be coordinated with vendor
Landscaping at entrance cleaned up and pending insurance claim payment
Asked BrightView and another arborist for a bid to trim all the blvd. trees, also adding future maint and repairs to reserve study
124th and 118th reported PSE to have the trees trimmed
Board wants to use OPS (operations) funds for reserve items as much as possible to keep the reserves growing. Use OPS first. Need to get reserves healthy. As our finances can afford it, we need to use OPS funds. Our reserves are funded at 24%, need to build. Management is directed to transfer reserves money to ops to pay for reserve line items only as they deem necessary. MSP Motion to approve by Amanda, 2nd by Laura, passed unanimously.  
 
6) Old Business
  • Tabled topics:
    • Possible parking CC&R changes or rule changes
    • Community art wall (on hold for Spring or summer 2023 when school is back)
    • Replacement of table in gazebo (do at same time as small structure with same company)
    • Painting Gazebo
    • Park rules sign and changes. Include times open, overnight vs park use parking status--no update--tabled until parks amenities are rehomed and added. Eydie to get sign quote and post issue for the expenditure for sport court sign. On hold for playground bids on repairs, will be included. 
    • Rules rewrite for park parking (for park use only) and to include hydrants and any other changes. 
    • 118th Park amenity relocation and additions-Brian Goff provided his research for future reference. 
    • Board openings, need 2-3 more members
7) New business
  • Entrance arborvitae dying, vote to remove and not replace yet--Laura to cut it down rather than have BV do it for 
  • Issue manager votes required:
    • Issue 17485, Owner is allowed to trim or remove at the owner's expense. Board consulted an Arborist; the board is going with the Arborist's recommendation to leave it as is. MSP Motion to decline by Amanda, 2nd by Laura, denied unanimously.  
    • Issue 17498, Pending more information
    • Issue 17430, Bollards needed on walking path--car parked on it--police were called, MSP Motion to approve by Laura, 2nd by Angie, passed unanimously.  
    • Issue 12154, tabled--temp rules sign
    • Issue 15335 and 6, tabled--park structure replacements pending bids
    • Issue 11448, tabled gazebo repairs and table
    • Issue 14572, Irrigation repairs appropriations - spend OPS leave reserves alone as much as possible to build reserves. 
  • Exit to executive session to discuss private owner issues. All pending issue votes needed:
    • Giovanna San Martin prescheduled hearing- NO SHOW
    • Issue 16646- Passed contingent, will waive fees once proper color correction is confirmed
    • Issue 16607 - Failed request to extend out payment plan in default
    • Issue 17180 - Passed hardship request to extend out staining to 6/22/23
    • issue 16772 - Failed fence was determined to need staining--issue was valid
  • Return to regular session and report on vote outcomes
 
8) Next BOD Meeting: Nov 9, 2022, 6 pm (changed from the normal 1st Monday due to scheduling conflict)
