Annual meeting Minutes
September 27, 2022 

The meeting was called to order at 7:09 p.m. by President Joel Kangiser.

President Kangiser affirmed that we had enough in attendance and through proxy vote to make a quorum (55 Homes x 34% = 19 Homeowners). The attendance was 34 people with the proxy votes.

A copy of last year's annual meeting (September 28, 2021) minutes were provided to all in attendance. Homeowners were given enough time to read them. Joel asked if there were any questions, which there were not. Vernita Whitmore made a motion to approve the 2021 minutes. Joel Vrana seconded the motion. A vote was called, and the minutes were approved with no dissenting votes.

Joel Kangiser introduced the officers on the 2022 Board of Directors: Joel Kangiser as President, Terry Oxley as Treasurer, Jean Kangiser as Secretary, Vernita Whitmore and May Hudson as members at large.

President Kangiser then introduced a PowerPoint presentation on the accomplishments and projects completed year to date.

Jean Kangiser, BOD, Eagle Point teams leader spoke on the following topics:

* Eagle Point mission and vision: Creating a safe and friendly environment for residents and guests in the community.

*Maintaining the beauty of our landscaping and protecting the property value of all our homeowners.

*Ensuring governing our community by a majority of the residents.

Secretary Kangiser pointed out that the number one complaint among homeowners last year was a lack of communication. The BOD responded by completing 10 objectives: Website (MyHoa-Online.com LLC), Facebook Page/Wall, Newsletters, HOA meetings, Saturday Coffees at the Lodge, Surveys, Email, Porch Drop off, Snail Mail - United States Post Office, Bulletin Board at the Lodge Door, personal contacts.

Jean continued as Team Leader on the following areas giving an update and overview of the current status of each:

*Lodge and Hospitality Team: Reservations and Special Events and those involved include Renee Swanson, Zenda McKenzie, Susan Dunigan

*Landscaping Team: Roberta Fearn.

*RV /Boat Parking Area: Scott Nelson and Joel Kangiser

*Security / Front Gate Team: Rodney Whitmore, Tom Brooks

*The Point Team: Ray and Roberta Fearn

*Waterfront Team: Diane LaMarr, Mary Hudson, Marilyn Bennett, Bob Swanson

*Drain field / Septic Tank Team: Erik Swanson

*Encouragement Team: Mary Huyhn, Bob & Patty Swanson, Zenda McKenzie, Maddi Wivel, and many others.

The Lodge in 2022 has made $1,872 in income, year-to-date. The Clubhouse is already scheduling events and activities for 2023. There have been nine Homeowner/Family events this fall (September 2022 into December 2022 scheduled). There are three HOA events scheduled this fall (September - December).

Joel Kangiser then reported on other Lodge maintenance items:

Exterior - There was a work party (Larry Hinshaw, Terry Oxley, Pat Dunnigan, and Joel) who tore off the old gutters and fascia of the lodge. Roof corners with rot damage were then repaired. Leaf Guard was hired to replace and install our new gutters.

The patio and sidewalks were power-washed by Terry Oxley. The parking lot was partially power washed by Pat Dunigan and Joel Kangiser.

Renee Swanson led a group of volunteers in completing six major cleanings of the Lodge interior.

The HOA bought a new dishwasher for the Lodge. As required by the Fire Department, smoke alarms, a fire extinguisher, an illuminated exit sign, and a maximum seating sign of 150 people were installed. A Lodge and Gatehouse inventory was taken in January 2022.

President Kangiser then reported on our four New Cameras and recorder at the Gate House that were installed by homeowner, Tom Brooks.

The Board of Directors signed an agreement with Lakewood Police that authorizes them to make arrests for trespassing and to tow vehicles. As required by the agreement, two signs were posted on the Eagle Point property: Front Gate as you drive in and the Boat Dock area. We have a third sign to put up and it "most likely" will be put down near the Emergency Gate.

Security will be emphasized in 2023.

In the Eagle Point RV storage area, we are very pleased to announce all the progress made in this last year. There are now current up-to-date contracts signed for all units with RV/Boat spaces. The fees for these spots have been standardized and we have received zero complaints in doing all of this. Year-to-date income from the storage area is $10,618.

Joel continued with "Our Future Goals" for the RV Rental area include: *Install posts on each side with a stretched cable *Delineate spaces and number them *Clean up the RV lot and haul debris and trash to the dump. *Install new gate locks *Expand 15-20 feet toward the drain field.

Other things that were accomplished by the BOD this past year were adopting new rules on parking and golf carts here at Eagle Point. Approximately 20 written warnings were given to vehicles at the boat launch area for not having the new EP parking permits. No one was towed this past summer as there were no repeat offenses documented.

Tree removal and poison oak control took place on the Point. More work needs to take place on the sides of the trails as the leaves fall and the branches become more evident.

This past year, the Board of Directors began to hold open Board meetings. They are announced ahead of time (via email, lodge bulletin board, and drop off fliers at the homes), and homeowners can attend them if they so wish.

President Kangiser then announced that the EP HOA at American Lake needs YOU to help. It will save thousands of dollars with homeowner help. We are requesting that you give 10 hours per household, of your time volunteering. A volunteer sign-up sheet with a variety of areas was distributed prior to the start of the meeting - Joel then asked people to fill out the volunteer sign-up sheet and leave it on the table or in the black suggestion box outside the lodge entrance.

Joel asked if there were any questions about what was presented. It was noted by one homeowner that the front gate is opening and closing too slowly. There was discussion regarding this. The gate company would be notified and asked to look into it.

President Kangiser invited our managers, Eydie & Michael Leighty, owners of MyHOA-Online.com LLC to give an update and report. Eydie reported on the drain field Assessments that were being worked and would be coming out to homes in October. Eydie also gave a report on owner accounts reconciliation. Larry Hinshaw asked about the RCW documents and Eydie said she would send Larry a link to see them after the meeting.

Terry Oxley, Treasurer, then gave an overview of this past year regarding the budget and income and expenses. Terry shared that an audit was being completed for 2021. He reflected that it would show 9 months that N.W. Properties management company oversaw Eagle Point bookkeeping and only three months (October, November, December 2021) of MyHoa-Online.com LLC management. Terry said the BOD is proposing that we do an additional audit next year for 2022 because it will be the first full year that MyHOA-Online.com LLC has been our business manager and give us a full picture of that year.

Terry continued to share about the RCW on a Reserve Study which was just done in September prior to this meeting. Terry asked, "how many of you know what a reserve study is and why we do them?" A show of hands went up. Terry then proceeded to talk about how the reserve study causes you to look at your assets, increase your assets to last, and informs the Board of Directors what direction to take so that there are no surprises with expenditures (especially large ones).

Terry reiterated what President Kangiser had said, that volunteerism is a way to reduce your costs going forward, and it can literally save the HOA $10,000-$20,000 per year.

Terry reported on the bank loan for The Point. The balance is currently $85,000 and it would be paid off in 2029.

Terry talked about the recent "Priorities Survey" that was distributed to gain input from Homeowners. Terry reported that doing this informs us and tells where to spend our time and our money. Several homeowners made comments or asked questions. Larry Hinshaw asked "can we have a meeting about the priorities?" Brian Dennery asked, "did we have two reserve studies?"

Answer: "No, just one." A discussion of the recent forthcoming audit took place. Attendees were referred to the Budget sheet they received by mail or available here at the annual meeting.

Brian Dennery spoke and claimed that the BOD was operating over budget. The Board and MyHOA-Online.com LLC disagreed with his assessment.

The income for 2022 (YTD) is: $129,736.07
The expenses (YTD) is: $122,934.21
The Variance is: $6,801.86
Current cash balance (YTD) is: $68,695.18

The Old Business included introducing the NEW car decals for homeowners to use on the front driver’s side window. If homeowners use these decals, they can be identified and allowed to follow someone through the front gate.

Other Old Business items included reporting on the violations to the CCR's by cards or letters being sent to Homeowners that have not maintained their yards or landscaping, garbage cans visible and not put away, R.V.s sitting too long for loading and unloading, where cars or vehicles are parking. There were questions by attendees of where people can and cannot park. And where guests can load and unload at the Boat Launch/Beach front if they don't have an EP parking permit.

Homeowner, Bruce Wheeler, talked about the need to have the Boundary Street trees pruned. He reminded the Board that it needs to be done and that he has requested at meetings previously this past year it be looked into. The BOD explained that money budgeted for tree work was used up for removal of certain trees on the point that presented a risk to nearby houses. Joel assured Bruce they would somehow come up with the money to get these trees trimmed.

Homeowners were reminded that their dogs need to be on a leash, and they need to carry bags for their excrement.

President Kangiser asked if there were any questions. Noting that there is $6,000 in the 2023 budget for “cameras”, one homeowner asked how much the cameras cost and whether we have ever used them. President Kangiser explained that we were not going to invest $6,000 in cameras, but that was the category the item fit into the budget. We are going to invest $6,000 in overall security, but exactly how that money will be spent hasn’t been decided. Tom Brooks added that cameras only cost "hundreds of dollars" (not thousands). There was discussion about more cameras in the future and why they were needed. There was discussion on what the Front Gate Cameras record (faces, car types, and license plates, etc.).

New Business included asking if there was any further discussion before voting to ratify the board-approved 2023 annual budget and vote on Board positions.
The vote then took place.
The Results were: 34 in agreement for the 2023 budget and two new board members: Mary Hudson & Jean Kangiser.

There was a motion to adjourn the regular HOA meeting. The BOD then met immediately following the budget/annual meeting to elect officers for the 2023 year. All of the Board will stay in present positions currently. Joel Kangiser - President; Terry Oxley - Treasurer; Jean Kangiser - Secretary; Vernita Whitmore - Member at Large; Mary Hudson -Member at Large.

The next HOA meeting will be September 26, 2023 (the last Tuesday in September, at 7:00 p.m, to include budget ratification for 2024 and regular annual meeting and elections.
