4) Reports of Officers: President, Vice Presidents, and Treasurer
  1. Review of Financials Packages/Invoice Billings (Eydie in lieu of Avinash) (May is the most current month from TMT, we have reconciled their books up to May 2021 and by next meeting hope to be current). In exec session at the end, we can share the owner AR. July 2022 ending bank balances are: Ops $101,499.14, Res $338,279.50. Reserves went down Month over month due to the sealcoating deposit being paid.
  2. Status of Accounts (Eydie)- Collections already with SLP are moving forward, as there are no reconciled May ledgers available yet from TMT, Eydie will need to follow up and report once we have the data to confirm legal accounts paid in full are closed out and balanced to legal ledgers and get a new list of accounts in arrears. In mid-July 134 delinquency notices went out to those in arears. That number is down to 95 as of month end. As of today, 66 in arears. Recommend sending lien/coll warnings to all accounts owing over $660 (9 total that aren't already in legal for collections, and if they don't get current or get on a payment plan within 30 days send to legal for lien and demand letters.  MSP Motion to approve by Laura, 2nd by Amanda, passed unanimously

5) Property Manager’s Report--VP and committee reports
  1. ACC- (Amanda)
    • ACC actions report: 9 applications in July, 4 approved, 4 pending votes, 1 sent back for more info
    • New process effective June 1, no forms, all online, seems to be working well, owners seem happy about getting rid of the forms unless the committee requests it. 
  2. Compliance- (Amanda) 
    • Parking issues--parking next to picnic park on 123rd-still working on it-no new info
    • Semi owner identified--status? no new info
    • Sign in the road on 121st SE Place needs to be removed from the center of the roadway. Removed following MyHOA notice.
    • MyHOA drive through--Laura and Amanda report on experience. 
    • Notify owners with mow strips where trees conceal signs, HOA to do Blvd and private tract trees (Laura volunteered).
  3. Community Outreach--VP vacancy in this area--Angela Dirige may be interested, may attend meeting
    • Welcome activity. Pausing welcome activities until we have a committee or chair again. 
    • Donella chaired NNO, Laura board sponsor. Food Trucks--Ice cream truck. City planning depts attended with Kent survey were. Status report (Laura).
    • Welcome packets, Chayen cards again, paused until we have a committee or chairperson.
  4. Landscaping and Maintenance (Eydie and Michael in lieu of Director, open position) Don's resignation--moving east to be closer to family, this is a huge loss to Bridges and Don will be very missed. Kris Dissette has expressed an interest and may attend meeting. Laura was going to talk with him.
    • Magnetic Sign for sides of vehicles; "Bridges Board of Directors" from Vista Print for maintenance - Still want? NO
    • North 124th trail encroachment by city side vegetation, we need to get BrightView to do side between 124th and path (now has tansy ragwort) Authorize mgt to hire this type of work out without board vote when it is not optional like with this county demand, irrigation breaks, blvd. home landscape extras or repairs (i.e. grassy dead plants needing remove or replace, backfilling and relocating irrigation by steps as examples) and any other thing where it is not an option to repair or not. Would use preferred vendors for speed of resolution. MSP Motion to approve by Amanda, 2nd by Laura, passed unanimously.
    • Shed, Auburn recommended location-on hold due to unexpected expenses and until we have a new VP and reassess. All assets from Don are in Michael's garage for time being.  
    • Catch basins mostly done, awaiting confirmation on last few that required owner lot access and longer hoses. 
    • Sealcoating pending in August, board voted in June to allow for mailing expenses for color copies of map and handling/mailing costs. Eydie mailed yesterday.
    • Alert homeowners with fences along all perimeter to do any needed repairs by the end of this year so next year the HOA can begin painting Spring of 2023. To be done after transition-July. Eydie to create a letter and aim for August mailing. No review required.
    • Discussion regarding non-perimeter fences that border on HOA tracts--do we split costs? NO, fences in those areas did not exist until the homes went in and do not benefit the parks, they are for backyard privacy. As far as perimeters the HOA would opt to voluntarily paint the main 124th entrance fence as it is the primary entrance and will look like a patchwork if not painted all at once. The builder put them in as they sold, the HOA has never painted the other perimeter fences as evidenced by the multiple colors on the North side, the back fence was stained by Lennar when they rebuilt them for the owners due to the fence falling down and that it enclosed their back yards. Laura to clear the bushes from against owner fence in picnic park in Mainvue area so they can stain.
    • Laura--committee to replace two main park structures. Presentation for playground design quote for main park, soonest could be done is October at this point. Bids not yet received. To set up online vote. 
    • Eydie-- reached out again regarding repairs in small park for timeline.
    • Vote on which lighting solution to go with at the park bridge for the repetitively damaged up lighting. Don recommended the pro plan at $1424. Tabled until more info is received regarding non ground option. Laura was to inquire--status? no update.
    • Perimeter fence repair on 124th completed, new quote pending for two more posts discovered and 2 slats by new fence repair co when they came out to replace some slats above picnic park. Issue 5721 $770 Estate Fence co.  Eydie has authority to use discretion to take care of it per above regardless of cost.
    • Wasps nest in main park tree- vote to give Eydie authority to approve at time of bid Aug 9 4-6 pm. Eydie has authority to use discretion to take care of it per above regardless of cost.
    • Tansy ragwort is back in force along 124th and across the path. BV quote is $9K to remove this time, awaiting another quote. Vote to approve low quote of the two unless it's too far out, need to prevent seed dropping. Must be timely before seeds drop. Eydie has authority to use discretion to take care of it per above regardless of cost.
    • Home on 292nd street with dead blue fescue, Iain and Averil to pull dead one, approved Eydie to buy a replacement if it ends up looking too bear. Fertilizer for other two sickly plants. 
  5. Security (Warren)-
    • Warren to present other options for the security money savings to augment the Fdub current plan--the board previously reviewed recommended plan to increase to 3 patrols per day for only 2 x the price. Board approved a trial period from June through Sept. Trial period was cancelled due to gas prices, Warren talked with them about a new paid option if an increase is desired. 
6. Mgt report (Michael and Eydie): Remainder of funds received, two pending invoices for them.
    • Adoption rate of site has been fantastic. Michael update on site set-up status.
    • Eydie on compliance, it has been extremely high as with every new account but should settle down.
    • Discuss some open issues pending vote later to set some guidelines on certain issues like paint.
    • Resealing project update. Discuss parking flexibility during that week--parks ok, perpendicular parking ok, extra cars in driveway beyond 2 (not on landscaping or sidewalk). Fdub additional patrols and get them new tickets--Amanda to explore.
    • Eydie resigned as admin in fb group, Laura now admin, looking for a 3rd starting in Sept.

      6) Old Business
  • Tabled topics:
    • Possible parking CC&R changes or rule changes
    • Community art wall (on hold for Spring or summer 2023 when school is back)
    • Replacement of table in gazebo (do at same time as small structure with same company)
    • Painting Gazebo
    • Park rules sign and changes. Include times open, overnight vs park use parking status--no update--tabled until parks amenities are rehomed and added. Eydie to get sign quote and post issue for the expenditure for sport court sign. On hold for playground bids on repairs, will be included. 
    • Rules rewrite for park parking (for park use only) and to include hydrants and any other changes. 
    • 118th Park amenity relocation and additions-Brian Goff provided his research for future reference. 
    • Shed, Auburn recommended location-on hold due to unexpected expenses and until we have a new VP and reassess. Added to tabled today.
  • 2021 audit draft is ready for approval. Motion to approve by Laura, 2nd by Aviansh, passed unanimously.
  • Annexation -- The park meeting with Kent and Auburn was promising. Survey pending--39 people took at NNO.
  • Need to figure out what to transfer from reserves to ops once we get everything reconciled, Eydie will try to have a list at next meeting.
  • Three board openings, Angela and Kris per above may be interested, but couldn't attend. 
7) New business
    • Exit to executive session to discuss private owner issues. All pending issue votes needed:
      Issue 16519 faded paint--extension requested to March 31, 2023, moving so may do by fall anyhow. Additionally, Board voted to give Eydie blanket authority up to a year. Motion to approve by Laura, 2nd by Aviansh, passed unanimously.
    • Issue 16491 white bark, do we want to have a bark color standard? Motion to not dictate color as long as it's rubber or wood fibers and neutral in color. Motion to approve by Laura, 2nd by Avinash, passed unanimously.
    • Issue 16764 staining alley home fence--extension requested to Sept 15, 2022. Also gave Eydie blanket authority up to a year. Motion to approve by Avinash, 2nd by Laura, passed unanimously.
    • Issue 16804 late fees $15 waiver plus interest, owner thought that the TMT ACH would transfer over. Motion to deny by Avinash, 2nd by Laura, failed unanimously.
    • Issue 16553 owner contested paint being needed but already went ahead and painted on the needed areas, need board determination on what needs painting and what doesn't. Board determined unanimously that paint was needed.
    • Issue 16501 paint needed--requested extension until June 15, 2023. Motion to approve by Laura, 2nd by Amanda, passed unanimously.
    • Issue 16322 Payment plan requested $200 in July and Aug and balance in Sept. Hold on late charges. July already paid. Motion to approve by Laura, 2nd by Amanda, passed unanimously.
    • Issue 16739 Late fees waiver requested-- was charged $45--late fees on late fee twice by TMT after providing a payoff which was paid, not a hard charge. Motion to approve one time only by Laura, 2nd by Avinash, passed unanimously.
    • Issue 16837 late fee waiver request--family hardship-health. Motion to approve $16.10 one time only by Laura, 2nd by Amanda, passed unanimously.
    • Issue 16607 Payment plan requested by owner who requested one previously and was countered, did not follow through, just paid down to $400 and has built back up again. Motion to approve $200 Aug, $200 Set and balance along with $330 for Oct qtr, no on hold on late charges by Avinash, 2nd by Laura, passed unanimously.
  • Return to regular session and report on vote outcomes, all other owners had left so no need to review, it was covered with all in attendance.

8) Next BOD Meeting: Sept 6, 2022, 6 pm, Due to Labor Day--required votes only. Same meeting link as usual, will be limited agenda due to holiday, half hour meeting only for absolutely necessary votes and follow up. Motion to approve by Aviansh, 2nd by Amanda, passed unanimously.
