Meeting Minutes
May 13, 2021
I.  Call to Order and Roll Call
 
Susanne Towill called to order the regular meeting of the Foxwood HOA Board at 7:06 PM on May 13, 2021. This was an online Webex meeting.
 
The following board members were present: Susanne Towill (President), Jess Anderson (Welcome), Willie Blackburn (Treasurer), Linda Audino (Secretary), Scott Johnson (Director), George Barnes (ACC), Eydie and Michael Leighty (MyHOA-online). 
 
Absent: Pat Rowe (Safety), Weston Gramer (Director)
 
The board minutes from April 8, 2021 were reviewed. Scott motioned, Willie seconded, and the minutes were approved with no corrections.
 
Online Votes - Scott made a motion to ratify online votes from 4/9/21 through 5/13/21. The motion was seconded by George. No one was opposed; all approved.

II.  Finance Report
  • We reviewed current finances and the budget. Our Operating Balance as of the end of April was $61,152; our Total Reserves was $17,025. Total Assets were $78,177.
  • We are making good progress on dues collection; almost there with $1256 left to collect.
  • This year we will do grounds maintenance and bark. Tree trimming will be carried over to next year.
  • Issue #11776 - Jess made a motion to accept an owner payment plan of $200 per month for an account with a lien. Scott seconded and the motion was passed.
III. Management Report
  • We reviewed our current list of issues and closed those that have been resolved.
  • Issue #11873 was closed as the owner corrected the problem.
  • Homeowner ACC requests are being sent to everyone; only ACC committee members need to vote and comment. However, other board members are welcome to comment or ask questions, if they so desire. 
IV.  Committee Reports
 
Welcome -  The Foxwood Garage Sale is on for May 15 from 9-1. Postcards have been sent out.
 
ACC 
  • Scott motioned to appoint Pat and Weston as members of the ACC committee, conditioned on their acceptances. George seconded, and the motion was passed. 
  • Irrigation system at 256th entrance - We would like to get this working to support plantings and grass. We have not budgeted the project at this time. We need to add it to our Reserve Study once we decide how we want to implement. Two options were discussed. The first would involve a one time expense of adding meters at $10,000 each, in addition to the ongoing water bill. The second option would be pursuing hooking up to owners' water and reimbursing them for costs.
V.  Old Business
  • There were no nominees to replace Kevin at this time.
  • Fence Staining - Issue #12146     We got two bids for staining the fence along 256th (Paul & Ed's, All Phase). ACC felt Paul & Ed's bid was the preferred one at $2250 for staining the outside, and double for both sides. Willie motioned to approve Paul & Ed's to stain the fence, and Scott seconded. The motion was passed, with no one opposed. ACC will choose the color, a clear fresh wood look/transparent stain.
  • There was also discussion about whether or not we wanted to pay for staining both sides of the fence. Members of ACC felt that staining both sides would help it last longer. Also, heat is shrinking the wood, and if owners stain side facing their yards, it may bleed through to street side of fence. We will need to do contact/notification with owners if we stain both sides. Scott made a motion to stain both sides of the fence in a clear stain. George seconded. No one was opposed, and the motion passed. 
VI.  New Business
  • ACC has requested getting the mailbox structures repaired, cleaned, and stained this summer. This is expected to come out of Reserve funds from this year. We would hold off, for now, on landscaping refurbish and fencing which would total about $13,000.
  • Scott made a motion for ACC to provide Eydie with a statement of work, and get bids. George seconded, and all approved. 
VII.  Adjournment
 
The next meeting will be held on Thursday, June 10, 2021 at 7:00 PM.
