Minutes of December meeting along with December business deferred until the February 22nd meeting
 
According to Article 6, sections 3 and 7 of the By-laws of West Campus Division 2 Homeowners Association:
1 Annual Membership Meeting is held each January.
1 ballot is allowed per paid member (Proxies and Absentee ballots are acceptable).
 
Ballots were hand-delivered to all lots, in accordance with the By-laws.
 
Article 6, section 5 states: Nominations for the election of Board members shall be made (1) from the floor of the annual meeting or (2) submitted to the Board prior to the announcement of the annual meeting.  The announcement of the annual membership meeting shall include the list of nominees submitted to the Board prior to the announcement of the annual meeting.
 
Article 6, section 6 states:  Election of Board members shall be by written ballot at the annual membership meeting.  At such election, the Members or their proxies may cast one (1) vote.  The names receiving the largest number of votes shall be elected.  Each Member is entitled to one (1) vote.
 
Article 5, section 4 in part states:  At the first annual meeting, which shall be held not later than six (6) months from the date of incorporation of this Association, and at each annual membership meeting thereafter, the Members shall elect the Board of Directors.  Once elected, the Board of Directors shall also serve as officers of the Association and shall hold the titles of President, Vice-President, Secretary, Treasurer, Member at Large I, Member at Large II, and Member at Large III.  At the first regular or special meeting of the Board following the election, the Board shall elect among themselves the officers of the corporation.
 
Election of the 2016 – 2017 Board of Directors:
Randy Cunningham will continue as Secretary – 20 votes & 13 abstentions
Jennifer Williams elected Member-at-Large – 20 votes & 13 abstentions

In accordance with article 7 section 2A of our By-laws, the following are the acts and corporate affairs for 2015…
  • Treasurer’s report for 2015 (Beginning balance, members, major expenditures, ending balance).
  • Held 2015 Annual Membership Meeting and Elections.
  • Facebook activities: Added a Division map
  • Contacted City of Federal Way Code Compliance on several code-related issues.
  • Help the City of Federal Way promote “Safe-City”.
  • Distributed newsletters in June to all Div 2 homes.
  • Posted notice about illegal 4th of July fireworks on mailbox stands.
  • Hosted the “Annual Garage Sale” on 7/25/15.
  • Helped maintain our Division islands, open spaces and 330th hill.
  • Responded to several requests from various real estate & title companies.
  • Worked with The Ridge to have roundabouts watered & weed.
  • Delivered the 2016 ballots to all lot owners in accordance with the By-Laws.
  • Landscape violation letters sent to various home owners.

New and Short Term Business (December)
  • Island beautification
    • 328th St & 4th Ave Island.The rocks and bench will wait until Spring
Ongoing Business (December
  • Vinyl fence – Carl was not present.No progress by Carl in checking with a lawyer on the wording for an amendment to CC&R 3.7 so that a vinyl fence can be installed on a greenbelt.The amendment will specifically ask if a vinyl fence is acceptable.Carl has agreed to pay the costs associated with the lawyer, printing the letters, envelopes, and stamps for the mailing and return envelopes.
  • Mailbox stands – Ideal Landscaping will fix the loose post on the mailbox stand by Scott Chase’s residence and replace rotten side boards on three mailbox stands.The three mailbox stands with the rotten side boards are from the traffic circle on 328th towards 327th.
  • Graffiti on the large rock on the corner of 329th and 6th – Scott contacted the City, but there has been no reply. Board approved sending Scott’s son to clean the graffiti off the rock.
  • Newsletter
    • The Board determined that there was not enough information for a newsletter.
    • Only the dues notification and the ballot will go out in January.
